Can a Tourist Visa Be Changed to a Work Visa in Japan?
In principle, no.
If you are currently staying in Japan under Temporary Visitor status (tourist visa), you normally cannot change your status to a work visa while remaining in Japan.

Why Status Change from Tourist Visa Is Normally Not Allowed

When Status Change May Be Considered
Status change from Temporary Visitor may be considered only in limited situations where departure from Japan is genuinely difficult.
Typical examples include:
- serious illness or injury
- childbirth-related circumstances
- humanitarian considerations
- other unavoidable situations preventing departure from Japan
Outside these kinds of circumstances, applications are generally not accepted.
The Correct Procedure for Obtaining a Work Visa
If you receive a job offer from a Japanese company while staying in Japan as a Temporary Visitor, the proper process is:

The COE is issued
Step 3
You apply for a visa at a Japanese embassy or consulate in your country of residence

You enter Japan with a work visa
